Independent report on Maine’s solar program provides insights to policymakers

To further the conversation about the value of solar in Maine, our team was engaged by the Coalition for Community Solar Access to develop an independent analysis of the costs and benefits of the state’s net energy billing program. The purpose of this analysis was to expand the information available to Maine’s legislature and public utilities commission as both consider potential changes to the program.

Dan Koehler promoted to Managing Consultant

It is with great pride that Daymark announces the promotion of Dan Koehler to Managing Consultant.

Dan joined our team in 2010 and since that time he has contributed increasingly to our team’s management and investment advisory and analytical capabilities. He provides our clients with economic and policy analysis and strategic insights in matters including resource planning and procurement, ratemaking and regulation, and asset valuation. He has extensive experience assessing infrastructure economics, leading market studies, forecasting wholesale electricity prices, and providing expert testimony before state regulatory agencies on resource planning and ratemaking issues. Dan also serves as our Director of Project Management.

Congratulations to Vineyard Wind on its winning bid in the Massachusetts Section 83C Offshore Wind Energy Generation request for proposals. The Vineyard Wind project is an 800 MW offshore wind farm and electricity transmission project south of Martha’s Vineyard, Massachusetts, owned equally by Avangrid Renewables and funds of Copenhagen Infrastructure Partners. The final acceptance of the bid and the award of the contract is subject to several conditions. Daymark was proud to contribute a report on quantitative and qualitative project benefits – including wholesale market savings and greenhouse gas emission reductions - in support of Vineyard Wind’s successful application.

The entire team here at Daymark congratulates Osaka Gas USA on its acquisition of an ownership share of the Kleen Energy Power Generation Facility, a 620-MW natural gas-fired combined cycle plant in Middletown, Connecticut. Osaka Gas joins three other investors in simultaneously acquiring majority ownership interest in the facility. New England Coalition for Affordable Energy Releases Study Conducted by Daymark Energy Advisors

The study, conducted by Daymark Energy Advisors and released by the New England Coalition for Affordable Energy, found that New England is at greater risk of higher energy costs and price volatility than estimated a year ago. It also found that recent delays and cancellations of energy projects in the region combined with new energy policies could have greater adverse economic consequences through 2020 than previously estimated.

NEPPA Annual Conference Recap: Availability, Regulation and the Future of Public Power

Daymark Energy Advisors’ Principal Consultant Stan Faryniarz recently attended the Northeast Public Power Association (NEPPA) annual conference in Lake Placid, NY. NEPPA is a private, non-profit trade association that represents and serves 21 consumer-owned utilities in New England.

The four-day annual conference included presentations and expert roundtables that assessed the current state of the energy markets and provided education on northeastern state and federal government initiatives and regulatory environments.

Competitive Transmission: Progress by Region and Issues Considerations
In 2003, much of the northeastern U.S. and eastern Canada experienced a blackout triggered by a failure in transmission. This proved to be a pivotal moment in the regulation of transmission systems, spurring the U.S. Congress to pass the Energy Policy Act of 2005, which established mandatory standards for transmission reliability. The subsequent implementation of the act through Federal Energy Regulatory Commission (FERC) rules, as well as the planning and development of new transmission by regional transmission organizations and transmission utilities, led to significant investments in transmission systems across the country.

Power Resource Planning

March 11, 2014: Daymark has filed our review of Manitoba Hydro’s proposal to build the Keeyask and Conawapa dams and associated transmission facilities. The analysis, including financial modeling, contract review, transmission economics analysis and risk assessment, was conducted on behalf of Manitoba’s Public Utilities Board which appointed Daymark to its team of independent experts providing technical advice on the $16.4 billion projects.

Update: On July 2, 2014, Manitoba’s Public Utilities Board issued its report with recommendations to the Government of Manitoba regarding Manitoba Hydro’s proposal.

New Hampshire is faced with a complex decision of whether and how the state’s largest regulated utility should divest itself of its remaining generating assets. Daymark teamed with ESS Group to provide the New Hampshire Public Utilities Commission with a comprehensive economic valuation of the fossil, hydro and biomass generating assets of Public Service Company of New Hampshire as well as the market value of the Purchased Power Agreements with the Lempster Wind and Burgess BioPower facilities.
