Tim advises utilities on cost recovery, revenue requirements, and ratemaking. He has specialized experience in advanced rate design strategy and cost of service analysis, including AMI-enabled dynamic rates, demand response, and renewable energy credit retail offerings. He has broad experience with demand-side management programs, distributed energy resource integration, regulatory compliance policy, and contract negations to support data centers and other large load customers with energy supply and line extension agreements. He has developed a wide range of utility studies including load loss studies, RTO transmission tariffs, load research studies, and pole attachment and other customer fee structures. Tim has provided rate case support before public utility board members in Nebraska.
