SCOPE: Prepare an analysis of alternatives to a proposed transmission solution and provide an expert report and testimony in application for state siting approval.

SCOPE: Perform a non-transmission alternatives assessment and conduct economic benefits assessments for the Company’s certificate of public convenience and necessity application for this $1.5 billion transmission project. Develop combinations of alternatives to the transmission project that could address the identified reliability needs, and compared financial and economic performance of those resource options to the proposed transmission upgrades. Evaluate the economic impacts of the transmission and alternative solutions on state and regional market prices and Maine’s wind energy development policy. Provide expert testimony associated with the findings of the study.

SERVICES: Conducted the alternatives planning studies as input to the planning for the proposed project. Presented initial and supplemental reports in filings with the Maine Public Utilities Commission. Mr. Daniel Peaco and Mr. Richard Hahn offered oral testimony before the Maine Public Utilities Commission.
