Consultant - Regulatory TEAM

The position will be located in our Worcester, MA or Portland, ME office.


  • Analyze existing and emerging regulations and policies, regulatory precedent, tariffs and rate filings, capital expansion plans, and assess compliance strategies
  • Contribute to the ongoing development of the firm’s cost of service, rate design, and customer rate impact models
  • Develop analyses, written reports, and presentation materials to support client efforts and may provide expert witness testimony in proceedings before state public utility commissions
  • Perform related consulting work including project management, proposal writing, and other analytic tasks as required
  • Contribute to the growth of the firm and the development of new business and clients through the provision of technical leadership
  • Exhibit and enhance your understanding of the organization and operation of U.S. energy markets
  • In a regulatory setting, critically evaluate and analyze the resource planning/modeling practices of others
  • Analyze complex problems, structuring appropriate applied quantitative analyses and models, and delivering recommendations and advice to clients in an actionable form
  • Lead teams and manage multiple projects
  • Supervise and train less experienced analysts in appropriate analytical and modeling techniques
  • Participate in business development efforts by building relationships with current and potential clients and by demonstrating the firm’s capabilities to potential clients
  • Assist in the proposal drafting process as technical lead

A qualified candidate for this position will have:

  • An overriding curiosity and desire to help others succeed
  • Exceptional analytical skills, sound judgment, creative problem solving, and commercial awareness
  • The ability to analyze and interpret large amounts of data and information quickly and accurately, and make sound policy recommendations
  • A minimum of five (5) years of progressively increasing experience performing regulatory analysis, such as cost of service studies and rate analysis, at a gas or electric utility or utility commission, up to and including principal responsibility for the preparation of such studies and analysis
  • At least two years of experience managing projects and leading teams
  • B.S. in a technical discipline, e.g., Engineering, Finance, Accounting, or Economics. An advanced degree or professional credential is desirable
